The information highlighted in green below has been added or updated since last week’s Friday Update. The other items are included as they were last week, but remain relevant, so I have kept them on the update as a reminder.

What is the NDA Friday Update? This update is meant to provide timely information one time per week to community leaders like you who can then share this information with fellow board members and neighbors. The updates are also a good place to share information with other NDA leaders, so please feel free to submit information to include on future Friday Updates.

Budget committee meetings will be held electronically by video conference. The public may submit written comments by email to finance@milwaukieoregon.gov. The committee will take verbal comments during the meetings but may limit speaking time. To speak during the meetings, email ocr@milwaukieoregon.gov by 3 p.m. the day before the meeting to receive the Zoom video conference login information. The public is encouraged to attend the electronic public meetings by watching the meeting through city’s YouTube channel or Comcast Cable channel 30 in city limits.

- Meek Street Pipeline Installation Project Update – Monroe Ave. closed to through traffic from Oak St. to 37th Ave. during daytime hours May 18 through May 22. Local access will be available.
The Meek Street Pipeline project was identified in the 2014 Stormwater Master Plans to alleviate flooding in the Harrison St. stormwater system. Due to the installation of the pipeline in the roadway, there will be impacts to traffic along the route, which will include periodic street closures.
The following street closures will take place for this project over the next week:
- Monday, May 11 through Friday, May 15 (Daytime work)
- Railroad Ave. will be closed from Harrison St. to Oak St. throughout the daytime hours. Access will be available to only the Fire Department and City Well Site.
- Monday, May 18 through Friday, May 22 (Daytime work)
- Monroe Ave. will be closed to through traffic from Oak St. to 37th Ave. Local access will be available.

- Speed Zone Changes on Linwood Ave. – Signs went up on May 13
New signs went up this week on Linwood Ave. Advance warning signs and temporary flags will be posted for 30 days to help drivers get accustomed to the change.
I have included information about this speed zone change in past Friday Updates, so I won’t include a lot of detail here about the changes, but here is a summary for anyone learning about this for the first time.
Linwood Ave. is now 30 MPH (Reduced from 35 MPH) in the following segments:
- Linwood Ave. from Railroad Ave./Harmony Rd. to Monroe St., which is maintained by the City of Milwaukie.
- Linwood Ave. from Monroe St. to Johnson Creek Blvd., which is maintained by Clackamas County.
This speed reduction on Linwood Ave. was initiated by Clackamas County who coordinated with the city’s engineering team to facilitate the change to both segments at the same time. Together the county and the city needed to receive approval from ODOT to make the change.
This speed change is not part of the city’s Linwood Ave. SAFE Project, but if you would like to learn more about that project you can visit the project page at www.milwaukieoregon.gov/engineering/linwood-avenue-safe-routes-school-srts.
- Milwaukie Farmers Market Continues this Sunday – Be sure to review the COVID-19/Coronavirus Operations Plan before you go!
Things look a little different, but the Milwaukie Farmers Market opened as it normally does last Sunday (May 3) at Main and Harrison St. from 9:30 a.m. to 2 p.m. The market will continue to operate this coming Sunday as well.
Before you head to the market please be sure to read the COVID-19/Coronavirus Operations Plan posted on the market’s web site at www.milwaukiefarmersmarket.com. There are a number of requirements that you will want to become familiar with before you go.
- Public Hearing to Consider Adoption of Updated Comprehensive Plan Moved to June 2 – Public is invited to review the document and provide feedback in advance of the meeting.
Following over 2 years of work and public input, on March 10 the Milwaukie Planning Commission unanimously recommended approval of the city’s first major update to its Comprehensive Plan policy document in 30 years. City Council is now tentatively scheduled to consider the Commission’s recommendation at their June 2 public hearing, and the Milwaukie community is invited to provide comments on the policy document, which is available on the project website. The ordinance to amend the Comprehensive Plan will be available on the June 2 Council meeting page by May 26, and the staff report will be available by May 29. Please note that the June 2 public hearing date is tentative and subject to change, based on input from the governor and county and state health officials.
How can I provide feedback?
The policy document is available for review here, and incorporates all changes recommended by Planning Commission during their five public hearings in January-March 2020. Public comments are encouraged, including from those that submitted comments during the Planning Commissions public hearings.
Comments may be provided any time prior to the public hearing via:
- Email: Comments can be emailed to plan@milwaukieoregon.gov.
- Note: the City will be preparing a matrix of public comments as an attachment in the June 2 meeting packet (similar to what was done during the Planning Commission public hearings), and City staff will provide responses to all comments that are received by midnight on Sunday, May 17. Comments submitted between May 18 and June 2 at noon will be forwarded to City Council, but will not be incorporated into the staff report.
- Mail: Mail comments to City of Milwaukie, Attn: Comprehensive Plan Update, 6101 SE Johnson Creek Blvd, Milwaukie, OR 97206
- Oral: There will be a public comment period during the June 2 public hearing, with individuals provided 3 minutes for oral testimony. The city will provide more information on the logistics of the public hearing, including the process to provide oral testimony, in advance of the hearing.

The candidate information packet for the 2020 general election is now available online, see link below. The November 3, 2020, general election will feature two positions on the Milwaukie City Council – Positions 1 and 3. The candidate filing window is July 27 through August 25.

- Lake Road Improvement Project Update – Timeframe of project has been adjusted
The city has recently chosen to adjust the timeframe of the Lake Road Improvement project to go out for construction bidding in mid to late summer 2020, and to be under construction from Fall 2020 to Summer 2021. Our original goal was to repave and widen Lake Road for our driving and cycling community by Fall 2020, but we are facing a paving deadline of September 30 for installing the pervious pavement riding surface. To meet this deadline, we would need to have 100% complete plans and go out to bid by mid-May. The city’s Engineering staff have not had the time necessary to wrap up all of the details to complete the plan set so quickly.
There are various benefits to using pervious pavement in this project that you can learn more about on the project webpage listed below. Switching to an impervious pavement riding surface would have triggered far greater costs for stormwater treatment facilities and the added time to redesign the project. Along with these stormwater benefits, having a pervious pavement riding surface also reduces road spray, glare and hydroplaning since there is little to no water on the surface.
